Dugin is a marginal quasi-philosopher having a comprehensive view on Russia's place and role in the world, on how the domestic life should be regulated and what ideology should dominate. Putin is an opportunistic dictator using the Eurasian shell as an explanation of rejection the Western path for Russia (which is based on the rule of law and republican principles). Dugin met several times with Surkov when the latter was in Kremlin but it's not a big deal
